Now in my modest opinion this is what INSURG should be considering:
* Leave the north and break off engagements with NC. * Locate a good new home that is currently instable and consist of smaller alliance as INSURG has a great PvP force for a solo alliance. * Engage in political negotiations with the most powerfull alliance in the vicinity and get ridd of the smaller ones. * Recruit 1-2 large industrial corporations to get a huge industry backbone up, then tax them and use those taxes to buy ships/modules they produce to fuel your PvP machine, give every corp in the alliance a surten amount of ships depending on their activity/member count/occupation, this way corporations can give even better reimbursement programs for their members and members will be happier or more eager to fight. * I have many more ideas, but I guess INSURG leadership has many more too 
PS: I think FOUNTAIN is a nice region: easy to defend, easy to take, maybe even a good place to recruit players/corporations from current alliances as I hear some are a bit unstable at the moment and ofcourse BoB next door, if you can grow and prove to them you can become a valuable ally (note: ally ≠ pet) you might even prosper from joined PvP campaigns and such.
PS2: Don't mind me I'm not really important enough to be flamed at. 
All good ideas, but one thing confused me...
